The Boy Scouts of America files show a pattern of abuse by a certain group of men. According to the L.A. Times, at least 47% of the leaders of this organization who were added to the Perversion Files (and most of the time covered up) were single. Close to 50% of them also did not have a child in any program. The case files show that nearly all the cases arose from situations in which the troop leaders were alone with the boys, a practice the Boy Scouts of America finally officially prohibited in 1987 - much too late for many of the victims.
These sexual predators took advantage of the innocence of children and/or enticed them with illegal activities. In the Boy Scouts of America files, hundreds show Scout leaders allowed boys to drink alcohol, drive cars, or look at pornography. As the trust continued to build, Scout leaders would often gradually test physical boundaries during skinny dipping, group showers, sleepovers and one-on-one activities.
